SIR: Having received assurances from his Excellency the governor that the cargo of the schooner Ranger, expected every moment, is the sole property of the Mexican Government, I have assured his Excel- lency in return that the boarding officer from this vessel shall have orders to let her pass. This order I will give, but good faith toward the French, who are also our neutrals, requires that the aforesaid schooner, or any other vessels containing munitions of war, should enter through Mexican waters and immediately pass into the Rio Grande, as I can not harbor in American waters a vessel loaded with munitions of war to be used against a nation with whom we are at peace. You will at once perceive the justice of this course, which is in con- formity to the laws of nations and treaty. Very respectfully, your obedient servant, M. B. WOOLSEY, Gommander. DEAR CAPTAIN: I hope you will keep me informed by the returning coal vessels, as well as other channels, of your necessities in that quarter. I am greatly disappointed about sending you a relief. Captain Gillis came in unexpectedly, and considerable repairs were deemed necessary for keeping him out when once off Galveston. The chief engineer thinks he should be off this day week. The Seminole will go down a few days after, and one of the other steamers also. Golds- boroughs gunboats off Mobile are all lame and have to come here, so the l)alance of the steamers under repair must go to him

The business there seems to have been badly managed, and I certainly misapprehend. How ridiculous to go and consult a man if his bread an db utter shall not be taken from him. That Sir lldbam Peel has had great run of luck from first to last. XVhen Henry went down in the Sciota she lay on our side filled with contraband of war and moved into Mexican waters.
